My scizor isn't gaining any EVs?

Ok so I have a lvl 1 scizor that I'm training in speed and attack. Speed is working. Attack? not so much... I've given him a power bracer and I'm training on patrats/lillipups and his attack isn't budging an inch. I'd like to know, how could a lvl one scizor that's never even seen the light of battle have max attack evs?
