Is my step dad being unkind to me and roommate?

Ok so you know the story me and my roommate who is a year younger than me, we do fight but the one thing we do agree on is my step dad. He's nasty, mean, tight and down right lazy. Yes he provides for the family and yes he does give me money but very reluctantly. Like tonight we went out for dinner he sat there shouting at me to hurry up to pick what I wanted, we'd barley sat down for 5 mins. Then he complained that I'd ate 2 slices if toast before we left but when he watched me get the toast he didn't think to tell me that we were going out for dinner. Then when we had our drinks me and my roommate put our glasses on the table but a little too forceful he then has a go at us for being moody when we didn't do anything wrong! Finally we had our meals and my mum and my roommates mum go out for a cigarette and I pick up the dessert menu. He then says you can forget about that were going in a minute. This annoyed both of us because he claimed he didn't have enough money to pay for desert as well which is a lie. So when we leave he says to me and my roommate that we can walk home instead of getting in the car with the rest of them. He is like this all the time and if I tell him how bad he makes us feel he shouts at us saying don't start getting gobby with me girl. Or something along the lines of you are gobby to me but when you want money it's a different story. He will tell us to do stuff which isn't for us to do, he won't accept my boyfriend (we are both year 8) but if our neighbour (year 5) says I got asked out today he acts all nice about it what do we do we can't talk to our mums because they won't wanna know or come up with reasons to counteract what we say please help!
