In Pokemon Games, how to spread EVs?

I currently have a Torchic, with possible IVs of 25-26/9-13/29/18-19/0-14/29. Should I spend my EVs to speed or defence, where IVs are 29 or should I hunt down attack or sp. def pokes? which one is more logical?
